Belgium is a highly efficient and production-friendly country, particularly strong for commercials while also offering solid support for fiction projects.

A compact country of 30,000 km², it delivers extraordinary diversity within short distances: Brussels’ modern and institutional architecture, Antwerp’s urban and fashion-driven environments, Flemish canals, medieval town squares, North Sea coastline, dense forests, industrial estates and rural farmland — all accessible within a 90-minute drive. This diversity of settings makes Belgium highly flexible, with many locations able to double for Paris, London, Berlin, Amsterdam, New York and Eastern Europe, a key advantage for international productions looking for variety without long logistical distances.

The local industry is well established, with experienced multilingual English-speaking crews (French, Dutch, English) accustomed to international standards and fast-paced commercial environments. Logistics and permitting are generally straightforward, casting pools are diverse and inclusive, and day rates remain competitive versus neighbouring markets.

For fiction, Belgium also benefits from strong financial incentives, including the Belgian Tax Shelter and regional funds such as Screen Brussels, Screen Flanders and Wallimage. 

Climate

Belgium has a temperate maritime climate with generally mild temperatures throughout the year. Weather conditions are often changeable, with frequent cloud cover, regular rainfall and intermittent sunshine. Temperatures typically range from around 5°C in winter to 20–27°C in summer, with occasional extremes. Daylight varies significantly across seasons, from approximately 8 hours in winter to 15–16 hours in summer. The most common shooting conditions are mild temperatures around 10–15°C with mixed cloud and sun, often providing soft and controllable natural lighting.

Tax Breaks & Incentives

Belgium offers one of the most competitive audiovisual incentive systems in Europe. The Tax Shelter applies to fiction; regional funds support both commercials and fiction on a case-by-case basis. 

  • Belgian Tax Shelter — federal tax incentive for audiovisual productions, allowing private investors to finance eligible projects in exchange for tax advantages. Applies to fiction projects (films, series and certain formats) and can cover a significant portion of qualifying Belgian spend. 
  • Screen Brussels Film Fund — regional soft-money fund supporting productions shooting in the Brussels-Capital Region, with case-by-case allocations. 
  • Screen Flanders — regional economic fund structured as a recoupable advance on eligible Flemish expenditures. 
  • Wallimage — regional fund for productions spending in the Walloon Region, structured as a recoupable investment on qualifying Walloon spend.
